PUAEME008 – Provide pain management
This course is designed to provide the knowledge and skills required to administer analgesics to provide pain management as part of a medically supervised first responder organisation. Personnel from emergency services, volunteer organisations or organisations that provide a medically supervised first aid service often require this unit.
It includes identifying the need for analgesia; accessing, preparing and administering restricted pain relief such as aspirin, ibuprofen, paracetamol, methoxyflurane (commonly referred to as the “green whistle”) and Entonox to medically endorsed protocols; performing casualty handovers and completing analgesic use requirements including a Drug Register.

Learning Objectives
Participants will learn to:
- Develop Emergency Procedures: Formulate and maintain facility-specific emergency response plans.
- Command and Control: Lead the Emergency Control Organisation (ECO) during incidents, ensuring coordinated and efficient responses.
- Assess and Prioritise: Evaluate emergency situations to determine appropriate actions and response priorities.
- Communicate Effectively: Liaise with emergency services and provide clear instructions to occupants during emergencies.
- Post-Incident Management: Oversee the conclusion of emergency incidents, including debriefing and reporting.
Requirements for Successful Course Completion
- Meet Prerequisite Requirements – Hold a Statement of Attainment for PUAFER005 – Operate as Part of an Emergency Control Organisation.
- Attend and Participate – Complete all face-to-face or online training sessions.
- Demonstrate Leadership Skills – Effectively take on the role of Chief Warden or Deputy Chief Warden in emergency scenarios.
- Pass Theory and Practical Assessments – Successfully complete the written assessment and practical emergency response exercises.
- Follow Safety and Compliance Standards – Adhere to Work Health and Safety (WHS)/Occupational Health and Safety (OHS) regulations and industry standards (AS 3745 & AS 4083).
- Engage in Post-Emergency Actions – Participate in debriefing, reporting, and reviewing emergency procedures.
